Google Ads Management, from the Auction to Your Revenue

Morpheus Consulting is a boutique Google Ads agency led by founder and CEO Bernie Grohsman, who has spent 26 years in SEO, PPC, and web. A senior operator builds and runs your account personally — across Search, Performance Max, and Shopping — with measurement wired to optimize toward revenue instead of clicks. You keep ownership of your Google Ads account and data from day one, and you get an operator who knows how Google’s auction, machine learning, and ad policies actually behave in high-stakes, regulated accounts.

What it is

What a Google Ads agency does — and what accountability looks like

A Google Ads agency plans, builds, and runs your campaigns inside Google Ads — Search, Performance Max, Shopping, Display, Demand Gen, and YouTube — and is accountable for turning ad spend into a measurable business result. This page is the Google-specific deep dive. If your remit spans Microsoft Advertising and paid social as well, that broader picture lives on our paid search page; here we go deep on the platform where most search budgets are won or lost.

On the surface, every agency offers the same checklist: keyword research, ad copy, bid management, landing pages, reporting. The real differences are who does the work and whether the numbers being optimized toward are true. Google now automates more of the account than ever — broad match, Smart Bidding, and Performance Max all hand decisions to machine learning — which makes the operator’s judgment about what to automate, what to constrain, and what to measure matter more, not less.

At Morpheus, the senior operator who audits your account is the one who runs it. There is no junior learning on your budget while juggling twenty other accounts, and no offshore hand-off. That single fact changes what the account actually does, because most of the ways a Google Ads budget leaks are quiet defaults nobody senior is watching:

  • Broad match plus Smart Bidding left on defaults, steadily buying loose, low-intent queries
  • Performance Max running with no guardrails, cannibalizing brand traffic you would have won cheaply anyway
  • Conversion tracking that counts a form-start or a ten-second call as a win, so bidding learns to chase noise
  • Reporting that leads with clicks and impressions and never ties spend to revenue
  • A junior account manager making bid and budget calls on an account they barely have time to open

What we manage

Every Google Ads campaign type — and only the ones that earn their place

Google Ads is really several ad systems under one roof, each with its own auction, creative, and reporting. The job is choosing the right mix for your goals, not lighting up every channel to pad a services list. We build and manage across all of them, and we say no to the ones that will not pay their way in your account.

Which campaign types get budget follows from the funnel and the offer. E-commerce with a product feed leans on Shopping and Performance Max; lead generation leans on Search with tightly controlled match types; brand defense, remarketing, and video play supporting roles. The mix is a deliberate decision reviewed against the data, not a template applied to every client.

  • Search — high-intent text ads on the queries that signal buying intent, with exact and phrase discipline and continuous negative-keyword pruning
  • Performance Max — Google’s cross-channel, goal-based campaign spanning Search, Shopping, Display, YouTube, Gmail, Discover, and Maps, run with the guardrails most accounts skip
  • Shopping — product ads driven by a clean, optimized Merchant Center feed, which is the real lever behind retail performance
  • Display and remarketing — prospecting and re-engagement kept to the placements and audiences that actually convert, not cheap impressions
  • Demand Gen — visual, social-style prospecting across YouTube, Discover, and Gmail for demand you have to create rather than capture
  • Video and YouTube — awareness and consideration across skippable, non-skippable, and in-feed formats
  • Local campaigns — where a physical location, service area, or store visit is the point of the spend
  • App promotion — install and in-app-action campaigns where an app is part of the business

Performance Max

Performance Max, run with guardrails — not left on autopilot

Performance Max is Google’s most automated campaign: you supply assets, audience signals, and a goal, and Google’s machine learning decides placement, bidding, and targeting across every channel it touches. It can be genuinely powerful. It is also where budgets quietly leak, because by default it will spend against your own brand searches — traffic that was already yours — and against low-quality placements, then report those brand conversions as if the campaign earned them.

Managed properly, Performance Max is constrained rather than trusted. We set it up with the controls Google buries or leaves off by default, and we read the limited reporting it exposes instead of accepting the headline conversion number at face value.

The result is a campaign that contributes revenue you can actually defend, instead of a black box that looks impressive until you check whether it simply harvested demand you already had.

  • Brand exclusions and account-level negative keywords so Performance Max stops claiming credit for branded searches
  • Campaign-level negative keywords plus placement and URL exclusions to cut spend on junk inventory
  • Asset groups and audience signals built from real customer and search-intent data, not guesses
  • Search themes used deliberately and monitored so targeting does not drift over time
  • Conversion goals and values set correctly, because Performance Max optimizes toward whatever you tell it a conversion is worth
  • A clean brand versus non-brand split so you can see what the campaign genuinely generated

The auction

How Google decides what you pay and where you show

Every Google search fires an instant auction, and your position is not simply bought by the highest bid. It is set by Ad Rank, which combines your bid, the quality of your ad and landing page, the context of the search, and the expected impact of your assets and formats. That is why a competitor can outrank you while paying less per click: better quality lowers the price of everything.

Quality Score is Google’s 1-to-10 diagnostic of that quality, built from three parts — expected click-through rate, ad relevance, and landing page experience. When those are weak, you pay a premium in every auction or stop showing entirely, and the fix is usually sharper ad copy and a more relevant landing page, not a bigger budget. We treat Quality Score as a lever to pull, not a vanity number to report.

Impression share shows how often you appeared out of the times you were eligible, and Google splits what you lost into lost impression share to budget and to rank. That distinction decides the right move: more budget only buys more customers when you are losing impressions to budget. If you are losing to rank, more money changes nothing — the constraint is Ad Rank, and the answer is quality or bid strategy. Getting this backwards is one of the most common ways a Google Ads budget is wasted, and diagnosing it correctly before touching spend is exactly the judgment call the person running your account is there to make.

  • Maximize conversions and Target CPA — for lead-generation accounts optimizing to a cost per acquisition
  • Maximize conversion value and Target ROAS — for revenue and return goals, once real conversion values are flowing
  • Manual and Enhanced CPC — where an account lacks the conversion volume for automation to learn responsibly
  • The rule underneath all of them: Smart Bidding is only as good as the conversion data it learns from, which is why measurement comes first

Measurement

Measurement that optimizes toward revenue, not clicks

Google’s automation optimizes toward whatever you define as a conversion. Tell it a ten-second call or a form-start is a win, and Smart Bidding will faithfully buy you more of them. The single biggest source of wasted Google Ads spend is not bad keywords — it is a bidding algorithm learning from the wrong signal. So we build the measurement layer most agencies skip — most quietly rely on the platform’s defaults instead.

We import offline conversions back into Google Ads using the Google Click ID, so the platform learns from what actually happened after the click — the lead that became an appointment, the appointment that became a customer. We deploy enhanced conversions for leads — more durable, accurate measurement as third-party cookies fade, keep GA4 and Google Ads reconciled rather than silently disagreeing, and protect GCLID and lead-source integrity so paid credit is not reassigned to another channel.

For phone-driven businesses we score calls by talk-time, so a two-minute qualified conversation is weighted differently from a wrong number. When real outcomes flow back to Google, Smart Bidding finally optimizes toward customers instead of noise, and your reporting reflects revenue and qualified leads instead of impressions.

  • Offline conversion import with GCLID, so post-click outcomes teach Google’s bidding what a good lead looks like
  • Enhanced conversions for leads, built for a cookieless, consent-mode world
  • GA4 and Google Ads kept consistent, with conversion imports reconciled against your CRM
  • Call tracking with talk-time scoring to separate qualified conversations from noise
  • Lead-source integrity checks so paid search gets accurate credit — not inflated, not erased
  • Reporting framed around cost per acquisition, ROAS, and revenue rather than vanity metrics

Policy & compliance

Regulated Google Ads: policy, LegitScript, and staying un-suspended

Much of our work is in categories where Google’s ad policies are strict and a mistake means disapprovals, a suspended account, or a compliance problem rather than merely weak performance: behavioral healthcare, addiction treatment, senior living, healthcare, law firms, and multi-location brands. Advertising here means clearing rules a generalist agency never has to touch.

Recovery and addiction-treatment ads must comply with Google’s Addiction services policy, which requires LegitScript certification before those ads can run, and medical advertising has to clear Google’s Healthcare and medicines policy. It also means HIPAA-aware tracking, so measurement never sends protected health information into an ad or analytics platform, along with copy and landing pages built to pass Google’s review the first time rather than after a round of disapprovals.

When an account does get flagged, the difference between a day of downtime and a month is knowing how Google’s review and appeals process actually works. We build accounts to stay inside policy, and we handle disapprovals and suspensions when they happen. These verticals are described generically here for client confidentiality; representative results live on our work page rather than being invented for a sales pitch.

  • LegitScript-aware setup for addiction and recovery services, under Google’s Addiction services policy
  • Healthcare and medicines policy compliance for medical and senior-care advertisers
  • HIPAA-aware conversion tracking that never exposes protected health information
  • Policy-safe ad copy and landing pages engineered to clear Google’s review
  • Disapproval and suspension handling, with appeals where they are genuinely warranted
  • Multi-location geo-targeting, call routing, and lead-tier awareness across markets

Ownership & terms

Your account, your data — and honest terms

You own your Google Ads account, your billing, your conversion history, and your data — always, from day one. We operate through manager-account (MCC) access linked to your own account, never by building your campaigns inside an agency-owned shell you cannot take with you. If our engagement ever ends, you keep everything, including the conversion history that makes Smart Bidding valuable, because it was yours the entire time.

Google Ads management is priced a few ways across the industry — a percentage of ad spend (commonly around 10 to 20 percent), a flat monthly retainer, or performance-based — and in every case the management fee is separate from the spend that goes to Google. Morpheus pricing is custom and scoped to the account, because a multi-location treatment network and a single-office law firm are not the same job, and we tell you the number before you commit.

We do not guarantee a specific cost per lead, lead volume, or return on ad spend. Anyone who does is either naive or selling, because results depend on your offer, your market, your budget, and your ability to close — variables no honest agency controls. What we commit to is senior-level work: founder and CEO Bernie Grohsman, with 26 years in SEO, PPC, and web, does it himself from Huntingdon Valley, Pennsylvania, working nationally, and applies a no-code AI certification from MIT Continuing Education (Great Learning) to automate the tedious parts so senior attention goes to strategy.

  • Full ownership of your Google Ads account, billing, conversion history, and data
  • Manager-account (MCC) access to your own account — no lock-in inside an agency-owned shell
  • One accountable operator, not a rotating junior team
  • Custom, account-specific pricing explained plainly before you commit
  • Transparent reporting on revenue and qualified leads
  • No guarantees of rankings, lead counts, or a specific ROAS — just senior work and honest measurement

FAQ

Questions clients often ask.

What does a Google Ads agency actually do?

It plans, builds, and manages your campaigns inside Google Ads — across Search, Performance Max, Shopping, Display, Demand Gen, and YouTube — and is accountable for turning spend into a measurable result. Day to day that means account structure, keyword and negative-keyword management, ad and asset testing, bid and budget strategy, conversion tracking, and reporting. At Morpheus the same set of hands does all of that work directly rather than handing it to a junior team. If you also advertise on Microsoft or paid social, that broader remit is our paid search service.

Which Google Ads campaign types do you manage?

All of them, chosen to fit your funnel rather than to pad a list: Search, Performance Max, Shopping with a properly optimized Merchant Center feed, Display and remarketing, Demand Gen, Video and YouTube, Local campaigns, and App promotion. E-commerce accounts usually lean on Shopping and Performance Max; lead-generation accounts lean on Search with tightly controlled match types. We recommend the mix your goals justify and leave off the ones that will not earn their keep.

Is Performance Max worth running, and how do you keep it from wasting budget?

Usually — but sequencing matters more than the yes/no. Performance Max learns from your conversion data, so it belongs after your tracking is trustworthy and Search has proven what a good lead looks like, not before. Launched too early, it optimizes toward noise and claims your brand traffic. When an account is ready, we introduce it with brand exclusions and its own budget so its results are readable on their own — and if it cannot beat Search on true incremental cost per qualified lead within a fair test, it does not keep the budget.

Do I keep ownership of my Google Ads account and data?

Yes — and you can verify it yourself in two minutes. In Google Ads, open Settings → Access and security: your own login should be the administrator, and the agency should appear only as a linked manager (MCC) account you can unlink at any time. Billing should be in your name, on your card. If an agency ever asks you to run inside an account they own, that is the walk-away signal — you would be renting your own history.

What if I already have a Google Ads account?

Good — we would rather improve a real account than start from zero, because your conversion history has learning value. We begin with an audit to find wasted spend, tracking gaps, and quick wins, then request manager-account access to your existing account and work inside it. We do not rebuild your campaigns in our own shell or ask you to hand over your login. Many clients start with a standalone PPC audit before committing to ongoing management.

Will a senior person actually manage my account, or will it be handed to a junior?

A senior operator manages it. Founder and CEO Bernie Grohsman, with 26 years in SEO, PPC, and web, builds and runs the account himself — no junior hand-off, no offshore outsourcing, no account manager relaying your questions to someone you never meet. Because one person can only run a limited number of accounts well, Morpheus stays deliberately boutique. The person who audits your account is the person making the bid and budget decisions.

How much does Google Ads management cost?

Three models dominate: a percentage of spend, a flat retainer, or performance-based fees — always separate from what Google itself bills. What actually moves the quote is complexity: how many campaigns and locations, how much conversion tracking has to be built or repaired before optimization is even possible, whether the category carries compliance work like LegitScript, and how competitive your auctions are. Ask any agency which of those drives their number — a vague answer means the price was made up.

Can you run Google Ads for addiction treatment, healthcare, or other regulated categories?

Yes — it is one of our core specialties. Recovery and addiction-treatment ads require LegitScript certification and must comply with Google’s Addiction services policy, while medical advertising has to clear Google’s Healthcare and medicines policy. Measurement in these verticals must be HIPAA-aware so tracking never exposes protected health information. We build accounts to stay inside policy, and we handle disapprovals and suspensions when they occur rather than watching a suspended account sit dark.

Do I need a Google Premier Partner agency?

Not necessarily. The Google Partner and Premier Partner badges reflect certification exams and spend thresholds across an agency’s entire book of business — they signal scale and basic competence, not a guarantee of results for your specific account. What matters more is who personally runs your campaigns, whether they measure revenue instead of clicks, and whether you keep ownership of the account. Judge an agency on its methodology and accountability, not the badge in its footer.

How do you measure success, and what should good reporting show?

By revenue and qualified leads, not impressions and clicks. Reporting should show cost per acquisition and ROAS measured on real conversions, qualified-lead and call-quality detail, search impression share, and what was done to cut wasted spend — all visible in your own account, not just a dashboard we control. If a report shows only impressions, clicks, and a conversion count you cannot tie back to revenue, it is hiding the ball.

How long until I see results from Google Ads?

Ads can appear in front of buyers within days of launch, which is part of paid search’s appeal over SEO. But meaningful optimization depends on collecting a clean measurement baseline and enough conversion data for Smart Bidding to learn — typically a few weeks to a few months, depending on budget and volume. Regulated accounts add lead time for LegitScript or advertiser verification. Anyone promising instant, guaranteed results is overselling.
